Allah Pak Dictates, "It is Far'd to perform Hajj for the satisfaction of Allah Pak for those who have security (of Iman and A'amal) for the journey and financial abilities. Hajj is one of the basic pillars of Islam or Far'd 'Ibadah'. So the denying of Hajj is kufri. But solvency alone does not make Hajj a Far'd. There are many more conditions for it to be so.

Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee of Rajarbagh Dorbar Shareef, Dhaka
Prime Point of Allah's attention, Imam and Mujtahid of the age, Imaamul Aimmah, Qutwubul A'alam, Awladur Rwasool, Habeebullah, Mamduh Hajrat Murshid Qibla Mudda Zilluhul A'alee of Rajarbagh Dorbar Shareef, Dhaka said, "Those must perform Hajj upon whom the Hajj is Far'd. Hajj being Far'd anybody not performing it out of negligence has a chance of dying without Iman. In this regard Allah Pak Declares, "Those who have the security of journey (i.e., security of Iman and A'amal) and financial abilities must, for the satisfaction of Allah Pak, perform Hajj.
And Hadis Shareef, as has been narrated by Hajrat Abu Hurayrah RwadiAllahu Ta'ala Anhu, refers that, 'Noor-e-Mujassam, Habeebullah, Huzur Pak Swallallahu 'Alaihi Wa Sallam mentioned in Mubarwak Khutba, "Oh Mankind! Hajj is Far'd upon you, so perform Hajj." (Muslim Shareef)
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee says, "Hajj is not Far'd upon everybody and not for every time; rather Hajj becomes Far'd upon certain conditions. Like being Muslim, being adult, being in sound health, have Nisab amount of money (related travelling costs including the family maintenance money) or wealth, and besides having Nisab money, for a woman to have a pious Mahraam to accompany her, have ensured security of Iman and life, not to have any worldly or anti-Shari'ah obstructions from a tyrant King or a state Head (i.e., compelling to take photographs or any other Haraam acts) and above all having the safety of Iman and A'amal i.e., having the assurance of not being engaged in any anti-Shari'ah Acts. That means only assets would not make Hajj Far'd but there should be other circumstances which would make it so. Otherwise Hajj would not become Far'd. For example, someone having sufficient wealth but does not have the journey security, Hajj shall not be compulsory for him (despite having wealth).
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee says, "Now the question is even after having assets, if the Hajj is still not Far'd, then how Hajj shall become mandatory if there is no security of Iman and A'amal or that there are chances of being engaged in Haraam acts? Which one is more important? A life or Iman, A'amal and Shari'ah? Obviously the importance of Iman, A'amal and Shari'ah is million times greater for if someone dies owing to insecurity of life during Hajj, his Hajj shall be done while he will be rewarded with endless returns.
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee continues, "If someone dies during Hajj owing to insecurity of journey, yet he will get the rewards for Hajj and will have salvation but if Iman and A'amal are damaged during Hajj and then he dies, he dies a non-believer and becomes jahannami (hell-dweller)! Na'uzubillah!
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee says, "Besides, it is the proclamation of Allah Pak not to commit any haraam acts during Hajj or that after a haraam act, Hajj can not be performed. In this regard, Allah Pak Declares, "And so, on whomever Hajj is Far'd or whoever determines the performance of Hajj therein, (let him remember that) there is (to be) no obscenity, nor wickedness, nor wrangling nor any angry conversations in the Hajj. (Sura Baqara, Ayat Shareef 197). Through this Ayat Shareef, what has basically come up is those who shall be in Hajj, shall abstain themselves from all haraam acts to include be-Pardah (non-Hijab) and photography."
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee says, "One of the important conditions for Hajj to be Far'd is not to get stuck up by a tyrant ruler (king). Considering this aspect, Hadis Shareef has the reference, as narrated by Hajrat Abu Umamah RwadiAllahu Ta'ala Anhu, that, Rwasool-e-Pak Swallallahu Alaihi Wa Sallam Commented, "If one does not have an open obstruction or objection, nor is sick, nor even there are (worldly) hassles from a tyrant ruler or King, then if Hajj was Far'd for him and he dies without performing that, he dies as a jew or christian. (Daremi Shareef). This Hadis Shareef clearly explains that, on the face of hindrances from a tyrant ruler or King, Hajj shall still not be Far'd despite having (prescribed amount of) wealth. Therefore, it is established that assets alone is not the only condition for Hajj to be Far'd. There are many more conditions for it to be so.
Mujaddide A'azwam Hajrat Murshid Qibla Mudda Zilluhul A'alee says, "The gist is: Hajj is one of the basic pillars of Islam or Far'd 'Ibadah'. Those denying Hajj fall in the group of kaafir. But solvency alone does not make Hajj a Far'd. There are many more conditions for it to be a Far'd. Therefore, whenever the conditions are fulfilled, one must perform Hajj. Yet if one does not do so, shall be deemed as a tough sinner and shall fall in the group of fasiq! This is the very disposal of the Shari'ah."
