امریکا کے قرض کی حد میں اضافہ۔ خطرے کی گھنٹی

دیکھنے میں یہ ایک معمول کی بات لگتی ہے ۔ امریکی حکومت کے قرض حاصل کرنے کی حد فروری 2013 میں ختم ہوگئی تھی۔ اس کے بعدبھی امریکی حکومت قرض حاصل کرتی رہی۔ گو کہ اس کے لیے حکومت کے پاس درکار کانگریس کی منظوری نہیں تھی مگر اوباما حکومت نے اس قرض کے حصول کے لیے اپنے خصوصی اختیارات کا بھرپور استعمال کیا اور اس دوران امریکی قوم کو مزید تین سو ارب ڈالر کے قرضے میں جکڑ دیا۔ سترہ اکتوبر ، امریکی حکومت کے پاس سود کی ادائیگی کے لیے آخری تاریخ تھی اور اس بھاری بھرکم سود کی ادائیگی کے لیے امریکی حکومت کو مزید بھاری قرض درکار تھا جس کی منظوری امریکی کانگریس و سینیٹ سے ضروری تھی۔ اگر یہ منظوری نہ مل پاتی تو امریکی حکومت نادہندہ قرار پاتی اور بینکوں کو قانون کی رو سے یہ حق حاصل تھا کہ وہ رہن رکھے گئے امریکی اثاثہ جات کو قرق کردیں۔تاہم امریکی کانگریس اور سینیٹ نے سولہ اکتوبر کی شام ہی قرض کی حد میں اضافے کی منظوری دے دی۔ امریکی صدر اوباما نے بھی فوری طور پر نصف شب گذرنے کے باوجود اس بل پر دستخط کرکے اسے قانون کا درجہ دے دیا اور اس طرح امریکی کانگریس، سینیٹ اور صدر نے آخری لمحے میں امریکی حکومت و قوم کو نادہندہ قرار دینے سے بچالیا۔
یہ سب کچھ دیکھنے میں بالکل معمول کی بات لگتی ہے۔ ایک حکومتی کارروائی جس سے پوری دنیا کو محض اتنی ہی دلچسپی تھی کہ امریکی نادہندگی سے بچنے یا دوسرے الفاظ میں بینکاروں کے تنبیہ کو قبول کرنے میں کتنی دیر لگاتے ہیں۔توقعات کے عین مطابق ، امریکی حکومت نے بینکاروں کے سامنے آخری لمحے میں گھٹنے ٹیک دیے۔ لیجئے ، میچ کی آخری گیند پر فیصلہ ہوگیا۔ مگر یہ سب کچھ اتنا معمول کے مطابق بھی نہیں تھا۔ تفصیلات پر ذرا غور کریں تو علم ہوتا ہے کہ اس مرتبہ بہت کچھ معمول سے ہٹ کر بھی ہوا ہے۔امریکی حکومت پر قرض حاصل کرنے کی حد کا اطلاق 1940 میں ہوا تھا۔ اس وقت سے لے کر اب تک مجموعی طور پر 95 مرتبہ اس حد میں اضافہ کیا جاچکا ہے۔ مگر ہر دفعہ جب بھی قرض کی حد میں اضافہ کیا گیا تو نئی حد ضرور مقرر کی گئی۔ اس کے نتیجے میں امریکی صدور کو بار بار اس حد میں اضافے کے لیے پارلیمنٹ سے رسمی منظوری کے لیے جانا پڑا مگر ان میں سے کسی کو بھی لامحدود قرض حاصل کرنے کی اجازت نہیں دی گئی۔ مثلا سب سے زیادہ مرتبہ یعنی 18 بار ریگن کو قرض کی اس حد میں منظوری کے لیے پارلیمنٹ کے پاس جانا پڑا۔خود اوباما کو اپنے پہلے دور اقتدار میں چھ مرتبہ اسی مرحلے سے گذرنا پڑا۔ اس مرتبہ بھی یہ تو سب کو ہی معلوم تھا کہ قرض کی حد میں اضافہ ہوگا مگر ماہرین کی آنکھیں قرض کی نئی حد پر لگی ہوئی تھیں کہ اسی سے دنیا میں جنگوں کے آئندہ نقشے کی کچھ نشاندہی ہوتی۔ اگر قرض کی یہ حد بہت زیادہ ہوتی تو اس کا مطلب یہ تھا کہ آئندہ سال میں اوباما حکومت بھاری بھرکم اخراجات کا ارادہ رکھتی ہے۔ اور اگر یہ معمول کے مطابق ہوتا تو اس کا مطلب یہ تھا کہ آئندہ ایک برس دنیا میں کسی نئی جنگ کا اندیشہ نہیں ہے۔
مگر امریکی کانگریس اور سینیٹ نے امریکی تاریخ میں پہلی مرتبہ امریکی حکومت کو مزید قرض حاصل کرنے کی اجازت تو دے دی ہے مگر اس کی کوئی حد مقرر نہیں کی ہے۔ صرف یہ کہہ کر معاملہ نمٹا دیا گیا ہے کہ آئندہ فروری میں کانگریس اس پر دوبارہ غور کرے گی۔ یہیں سے ذہن میں خطرے کی گھنٹیاں بجنی شروع ہوئی ہیں۔ اس کا مطلب یہ ہوا کہ اس وقت اوباما کے پاس لامحدود اخراجات کے اختیارات ہیں۔ اوباما حکومت دنیا میں کسی بھی جگہ نیا میدان جنگ کھولنے کی صورت میں اخراجات کے حوالے سے کانگریس و سینیٹ کی محتاج نہیں ہے۔ حالانکہ اس سے کوئی فرق نہیں پڑتا۔ امریکی سینیٹ و کانگریس میں ریپبلکن و ڈیموکریٹ سارے اراکین نے ہمیشہ وہی کیا ہے جو عالمی بینکاروں کی منشاء رہی ہے۔ پھر بھی اوباما حکومت کو ایک نئی بحث میں پڑنے سے بچالیا گیا ہے۔
اس کا مطلب یہ ہوا کہ آئندہ تین ماہ دنیا کے لیے بہت اہم ہیں۔ اس میں پتہ چل جائے گا کہ آخر اوباما حکومت کو قرض کی حد میں یہ غیر معمولی چھوٹ کیوں عنایت کی گئی ہے اور مین اسٹریم میڈیا اس کو کیوں نظر انداز کررہا ہے۔دنیا پر ایک شیطانی عالمی حکومت کی سازشیں کرنے والے عالمی بینکار بساط پر کون سی نئی چال چلنے جارہے ہیں۔
اس دنیا پر ایک عالمگیر شیطانی حکومت کی سازشوں سے خود بھی ہشیار رہئے اور اپنے آس پاس والوں کو بھی خبردار رکھئے۔ ہشیار باش۔
