The National Database and Registration Authority (Nadra) will include in the national database children having unknown parentage under the names of their guardians.

"We have been making efforts for the last a few years to enable the abandoned children to register with the national database and get Computerised National Identity Cards (CNICs)," said Deputy Chairman Nadra Tariq Malik on Thursday. He said his organisation had also contacted lawmaking authorities to enact rules in this regard.

"Nadra`s actual role is to register citizens but we are striving hard to help children with unknown parentage by initiating some measures to assess their actual number in different orphanages and NGOs centres," the official said.

When contacted, a senior Nadra official said it was impossible for the authority to ascertain the exact number of abandoned children in the country unless they were registered with the national database.

The issue of naming parentage to abandoned children is a sensitive religious matter for which Nadra sought Fatwa from religious scholars in Iran and Saudi Arabia and also referred the case to the Council of Islamic Ideology, which opined: "No specific name could be given. This will create tension for the minors hence if any guardian`s name is known that may be written."

It has been learnt that President Asif Ali Zardari has instructed Nadra to come up with a new policy for the registration of the abandoned children.

"Policies need consultation from all stakeholders and that process is nearing completion. All NGOs and orphanage houses are consulted on the issue," the authority`s deputy chairman said. There is a pending petition with the Federal Shariat Court, which has been informed about the difficulty being faced by the authority in registration of abandoned children.

Under the existing rules, cases of orphan children are being processed on the production of guardianship certificate issued by the guardian court and a considerable number of such cases have been processed by Nadra, including more than 40 children from Edhi Foundation.

The official said Nadra on its own contacted all NGOs, orphanages and charitable organisations to obtain the details of children with unknown parentage. NGOs and organisations concerned have been urged to join hands with Nadra on the issue and help the government make a policy about children with unknown parentage so that they can be registered with the national database and avail the facilities like other citizens of the country.
