The Mayor of Kabul is Visiting Delhi

Many agreements are to be signed and Kabul will ink a "Strategic Partnership" with India.  He is emphasizing the strength of Kabul's relations with Delhi.

The Afghan president "said Friday that his military is strong enough to "deal a heavy and severe blow" to rebel forces …At a news conference at the end of a three-day state visit to India, the president said said he has no intention of resigning as president of Afghanistan to make room for a leadership more acceptable to the … He said his government also would be willing to include moderate elements of the rebel alliance, which consists of seven groups… appealed to the rebels… to stop the fighting and take part in the political process of national reconciliation…"Should they continue in armed operations," he warned, "then the armed forces of the Republic of Afghanistan are fully prepared to deal them a heavy and severe blow."  NEW DELHI — President Najibullah of Afghanistan when he visited India in 1990.

This visit reminds us of the visit of Mohammad Najibullah that visited Delhi a few weeks before he lost power in Kabul.

The Afghan President, Dr Najibullah visited India in August 1990. During this visit, agreements on Prevention of Traffickin g in Narcotic Drugs and Psychotropic Substances, Cooperation between Agricultural Institutions, and Cultural Exchanges were signed. The 9th Session of the Indo- Afghan joint Commission was held on 12 and 13 June 1990. This meeting was co-chaired by the Foreign Ministers of India and Afghanistan. A comprehensive protocol envisaging cooperation in areas ranging from agriculture to commodity assistance and telecommunications was signed during the meeting. http://mealib.nic.in/?2022.  Indeed, when Najibullah visited New Delhi in August 1990, Prime Minister VP Singh declared that his survival was necessary for peace and stability of all of South Asia.

All those agreements line dust-bins in Kabul. Bharat has tried and failed to control Kabul which has always had links with the people of Indus in Pakistan.

  • An artificial state was created in 1893 patching together the Emirate of Kabul, and some outlying areas, along with parts of Balochistan, Tajiksitan, Uzbekistan and Iran. The regions was a buffer zone and never actually became a country.
  • Several Western states which were part of the Indus Valley Civilization and were independent before during and after the British Raj band together to resurrect the Indus Valley Civilization, this time called Pakistan. Pakistan areas occupied by the British Raj declare independence and avoid Hindu hegemony.
  • Afghanistan signs a Friendship Treat with India in 1950.
  • Afghanistan is ready for a confederation with Pakistan with Zahir Shah as the Titular head of the confederated state.

  • Liaqat Ali Was  was to deliver an important speech and make a historic announcement regarding the foreign policy of the Pakistani Government.
  • After Liaqat Ali Khan's murder plans for confederation fall apart when US support Ayub Khan and promise him Kashmir.
  • King Zahir Shah refuses to attack Pakistan in 1965 despite pressure from Bharat.
  • Kabul doe snot support Bharat in Indo-Pakistani war.
  • During the Soviet Occupation (1979-99), India attempted to increased its influence in Kabul.
  • After the disintegration of the Soviet Union on December 16th 1991 Precisely 20 yearas after the fall of Dkaka)
  • Najibullah signed several long term agreements in Delhi in April 1992.
  • After Najibullah Bharat again tried to resurrect the relationship with Burhanuddin Rabbani who had established a pre-dominantly non-Pashtun.
  • In 1996 the Talibs took over Kabul and the country became pretty much a part of Pakistan (1996-2001).
  • A powerless Karzai was installed in Kabul in 2001 and played all sorts of games (2001-2012).

Karzai's current visit to Kabul is grim reminder of the status of affair in Kabul.

  • The agreement will include an Indian commitment to assist and train Afghan national security forces, but the nature of such assistance will be determined by Kabul, the report quoted unnamed sources said.
  • India is already running several training courses for Afghan security officials in Indian academies to develop Afghan police force.
  • The strategic partnership document will also institutionalize regular dialogue at the level of the National Security Adviser, which will focus on cooperation in sensitive security aspects of the relationship.
  • New Delhi will not look to dictate the pace and scope of security cooperation, and would rather want Kabul to take the lead, said the report.
  • The agreement will have political, economic and people-to- people components, and will be piloted by a partnership council headed by the foreign ministers of the two countries, while several joint working groups will be set up in due course, said the report.
  • Besides peace and security issues, the agreement will also institutionalize regular consultations on forging common positions at the UN and other international bodies.

These agreements are being signed by a puppet in Kabul who is on his way out. Like the agreements signed by Najib, the Karzai contracts will line dustbins.

By getting closer to Karzai, Delhi endangers its relationship with with Abdullah Abdullah and Mr. Slaeh, Bharat's Tajik proxies in Kabul. Manmohan Singh had supported Mr. Abdullah Abdullah in the last election and had dumped Mr. Karzai. It is obvious that Mr. Karzai has gone to Delhi as a reaction to the assassination of Mr. Rabbani who has a blood-fued going on with the Talibs for about three decades.

By going to Delhi, Mr. Karzai will be losing all his friends in Islamabad. Mr. Karzai never got along with President Musharraf. However relations with Mr. Zardari showed some semblance of equanimity.  Mr. Zardari had invited Mr. Karzai to his swearing in ceremony. However the pressures of occupation and resistance have taken their toll and Mr. Karzai has now come through with his threat of attempting to forge relations with Delhi. Ambassador Bhadrakumar says that Delhi is in no mood to traverse into the Afghan quagmire, the truth is that Delhi will surely exploit the fissures between Islamabad and Kabul.

In the short term– Mr. Karzai has further complicated the complex forces in the Hindu Kush. As he works his way towards retirement, he is trying to Delhi ensreu that he gets a spot for exile in Delhi.

In the long run, the Americans will come around, and push Islamabad and Kabul back on the same track.
